In 2004, when the High Court order was passed, the total number of horn-related cases was around 12,000. “One way to tackle the issue is to start a village-based program to certify the use of horn in traditional medicines,” said M V Haribhau Patil, a wildlife expert.

Sources, who were privy to the matter, say that of the total number of horn-related cases that the department’s vigilance branch has conducted from 2014 to 2019, only three have involved the main officer of the forest division.
The bench of honour of the Nagpur bench of Bombay High Court had in September 2018 directed the department to ban the trade of horns in the state, which they had done. After a report was submitted by the department, the court in its November 2018 order found that there were only about 18,000 horns available for sale in the state. “This report was incomplete. So, the court directed the department to complete it,” said an officer.
In reply, the department’s officials attached a letter stating that, despite the fact that a number of horns are illegally traded, their annual total was 1,64,000. The letter also mentioned that this figure was still lower than the official level of 2,50,000 available for sale in the market.
Pointing to a recent HRD Ministry circular mandating the formation of an expert committee, a senior forest officer said, “Now, cases of illegal trade and poaching of horns have to be investigated by a special committee comprising of experts. The department will raise this as a point with the committee,” he said.
